Citibank® waives early CD withdrawal penalties for those affected by Coronavirus (COVID-19.) Here's a clip from the

Fee waivers on safe deposit box fees and non-Citi® ATM
usage fees, effective April 3, 2020. We are also extending fee waivers
on monthly service fees as well as penalty waivers for early Certificate
of Deposit withdrawals for an additional thirty days, to May 8, 2020.

bank statement.
